32 Bit ODBC Administrator for 64 bit winVista or win7 machines

You will not see the Oracle Lite ODBC driver in the ODBC Administrator on 64 bit machines because it shows only the 64 bit drivers.

To see the 32 bit drivers, you must run a different ODBC Administrator (but it looks and feels EXACTLY the same).

It is located at: c:\windows\SysWOW64\odbcad32.exe

Suggest using a Windows Explorer to get to this file, then creating a desktop shortcut to reference it.
